The City of Florence Planning Department works on all land development and zoning issues. They also work on various grants, special projects, code revisions, and economic development initiatives.

Florence Master Plan

Florence Master Plan Cover

The City of Florence spent two years creating a Master Plan. The State of Colorado requires communities to develop a master plan to guide their future land use, planning, and growth decisions. The City facilitated focus groups and went out into the community from 2016 and 2017 to talk to citizens and business leaders about the current and future state of the City. The primary areas of concern and focus for the City were economic development/job creation, housing, recreation, and youth engagement, although the plan covers much more. The Florence Master Plan was approved at the Planning Commission Meeting held at City Hall on June 1, 2017. It was then ratified at the City Council Meeting held at City Hall on June 5, 2017.

Economic Development

Florence has a very ambitious staff with a can-do attitude working for the economic development of the City.

Situated at the base of the Rocky Mountains, easy access to major highways, and with affordable land, plentiful water, and a great growing season, Florence is a great place to open a business! With a thriving antique market and unique emerging culinary district, City officials work alongside local business people, citizens, and regional partners (such as Fremont Economic Development Corporation) to assist existing business as well as try and help new business prospects located in Florence.

The City is one of only a few small Colorado communities to create an Urban Renewal Authority and is open to creative incentives and partnerships that create new jobs and expand existing businesses. Floodplain Management

The City of Florence is crisscrossed by the floodplain from the Arkansas River as well as tributaries creeks such as Coal and Oak Creek. Though generally dry, Florence has experienced period storm-related flooding in the past, and as such, the City participates in the National Floodplain Management Program and regulates all developments in floodplains within its city boundaries by ordinance. Before conducting any development to homes in the floodplain, please contact Planning Director.
