Dear Florence Merchant,

The City of Florence no longer requires local businesses to obtain a City issued business license each year. The SB 22-0322, passed during the 2022 legislative session, imposes restriction on municipalities in relation to business licenses.

“On and after July 1, 2022, a local taxing jurisdiction is prohibited from charging a fee for a local general business license to a retailer that has a state standard retail license, makes retail sales within the local taxing jurisdiction, and either does not have physical presence within the local taxing jurisdiction or has only incidental physical presence within the local taxing jurisdiction.”

Moving forward, please do not submit paperwork, or the annual fee to the City of Florence for the annual business licenses.

    Contractors/ Trash Haulers

    Florence Municipal Code 5.12.030: License fees

    It shall be unlawful for any person or corporation acting as a contractor to engage in any type of activity within the City without first obtaining a license. The Applicant shall provide to the City Clerk proof of general liability and automobile insurance by means of a certificate of insurance.

    On the Certificate of Liability, the City of Florence must be listed as the Certificate Holder. 
    Limited: $50 licensing cost per calendar year. Minimum coverage: $500,000 each occurrence, $1,000,000 aggregate
    General: $100 licensing cost per calendar year. Minimum coverage: $1,000,000 each occurrence, $2,000,000 aggregate. 

    Licenses are valid through December 31 of the year of issuance.

    Copies of insurance may be mailed to City Hall with a check for the aforementioned amount, pay online then complete the online 2024 Contractor License Form

    Insurance will NOT be kept on file without license payment, so be sure to provide both on the same day to prevent delay in receiving your license.

     

    Florence Municipal Code 8.28.110: Collection of trash- Licensing of individuals fees

    Any person, firm, corporation or association other than the City of Florence, or its duly authorized agents, which engages in the business of collection and disposal of trash within the City of Florence shall be required to obtain a license from the City Clerk.

    On the Certificate of Liability, the City of Florence must be listed as the Certificate Holder.

    Tree Trimming

    Florence Municipal Code 12.28.050:  Tree Trimmers License - Required

    No person shall engage in or solicit the business of trimming, pruning or removal of trees within the City of Florence without first obtaining a license therefor from the City Manager of the City of Florence.

    Florence Municipal Code 12.28.020 – Permit Required.

    It is unlawful for any person to trim, prune or remove any tree located in any public place, including any parking adjacent to the premises of any owner or private property, without first securing a permit to do so from the City Manager.

    Peddlers

    Florence Municipal Code 9.16.020: License Required

    It shall be unlawful for any peddler, solicitor or transient merchant to engage in any such business within the City without first obtaining a license. A license shall be required for each person peddling, soliciting, selling or attempting to sell goods, wares or merchandise within the City. A separate license shall also be required for each temporary location within the City.

    A license application for each individual shall be filed with the City Clerk on forms furnished by the City and said applicant shall provide the following information when applying in person at City Hall:

    Off-Highway Vehicles

    Florence Municipal Code 10.18.040: Rules and regulations pertaining to off-highway vehicles

    Please print the OHV Permit application and return it to City Hall with payment.

    The cost per calendar year is $50.00 and must be paid before your application will be processed.

    Building Permits

    Florence Municipal Code 15.04.040: Building permit requirement

    The requirement for obtaining building permits relative to the construction, alteration, moving, demolition, repair, maintenance, and use of any building or structure within the City of Florence shall be governed by the most recent adopted edition of the appropriate adopted codes and building standards, including amendments thereto. No building permit or certificate of occupancy shall be issued until and unless all such requirements are met.

    Animals

    Florence Municipal Code 17.64.021: Backyard Poultry License

    A license issued by the City Manager is required to keep or shelter chickens and ducks within the City of Florence. The backyard poultry license shall be valid for a specific property indefinitely, unless revoked for cause, and shall be non-transferable. The application for license shall be submitted on the form provided, including any supporting information required.

    Florence Municipal Code 17.64.021: Dog License

    All dogs in the City shall be licensed and registered by their owners. Applications for licenses shall be made to the City Clerk who shall issue licenses and tags. Dog licenses issued by the City Clerk shall continue valid for a period of two (2) years from the date of issuance. Applications for dog licenses must be submitted to the City Clerk during the last month prior to the expiration of any prior valid license except as provided in this section. An owner who acquires a dog not previously licensed and registered must, within thirty (30) days, license and register such dog. Further, the owner of a newborn dog must license and register the same within thirty (30) days after the dog reaches the age of four (4) months.
